Hi there, anon! Thanks so much for this question. :) 

Well, I've imagined Annie to be very reserved and ladylike after her Games. In Mockingjay, we saw that she's not as mad as some people think of her. She simply has horrors that can't be easily forgotten.

I don't see her as a weak person even though she was a chance winner like Peeta. Despite that, I still think she is a very relevant character to the story line and not just because she is Finnick's love interest. I think Annie signifies the peace everyone wants to have and the innocence everybody wants to protect—like Prim. 

But prior her Hunger Games, I honestly believe that Annie was a feisty girl. Someone who won't easily fall for Finnick's antics (Hahaha!). And that she fights for what she believes and protects and cares deeply for the people she loves. She is also secretly a romantic but won't ever admit it—especially in front of Finnick. :)

She has a great sense of humor—and sarcasm—that drives The Great Odair wild. Possibly during her training, she could've given Finnick and Haymitch a run for their money but chooses to become quite the opposite and takes the opportunity to use her strength in saving people rather than destroying them.

She believes in second chances and deep in her heart she knows that whatever happens, there is hope. If people were only strong enough—like her—to believe. :)

She was wearing a white sundress and her hair was flowing freely with the wind. She was walking slowly, as if contemplating how the sand crushed beneath her foot or how the glow of the morning rays made her look—radiant, beautiful, breathtaking?

Slightly recovering, Finnick ran a hand through his head and smiled, feeling somewhat sheepish.
